The government has introduced the Civil Aviation Consumer Protection and Regulatory Reform Bill in the House of Lords, legislation that is designed to strengthen the rights of air passengers and to modernise the regulation of the aviation industry.
The bill introduces several significant reforms to passenger rights. It gives the Civil Aviation Authority the power to impose fines on airlines that fail to provide refunds within the statutory timeframe, a power that the regulator has been seeking for years. It requires airlines to provide clear and timely information about passengers' rights when flights are delayed or cancelled. And it introduces a new compensation scheme for passengers who are stranded abroad when an airline ceases trading.
The bill also reforms the regulatory framework for the aviation industry. It gives the CAA a new secondary duty to promote the competitiveness of the UK aviation industry, alongside its primary duties of safety and consumer protection. It creates a new framework for the regulation of drones and other unmanned aircraft. And it introduces measures designed to reduce the environmental impact of aviation, including a requirement for airlines to disclose their carbon emissions and a new mandate for the CAA to consider environmental factors in its regulatory decisions.
The bill is expected to receive broad cross-party support and to complete its parliamentary passage by the end of the year. The Transport Secretary described it as a "passengers' charter" that would give the travelling public the protections they deserved.
